An electricians is a tradesmen that specialises in rewires and different electrical work. some electricians do work on ships and cars. electricians that work on motors are named auto electricians. thats off the topic.

In England there is regulating boards for electrical work the most used is NICEIC and NAPIT this is legally required for most electrical engineers as it is otherwise illegal todo electric work without approval from one of these bodys or at least 1 other electrical governor.
